The mission of NPCC is to comprehensively monitor and enforce compliance with NERC and NPCC Regional Reliability Standards among all users, owners, and operators of the Bulk Electric System in the NPCC Region. NPCC's Compliance Monitoring and Enforcement Program will be conducted with integrity, consistency, confidentiality, independence, and impartiality. The degree of CMEP activity in the Canadian Provinces is governed by the regulatory structure in each province and/or agreements with the relevant provincial authority. Conferences / Webinars / Workshops
NPCC conducts education and outreach through various formats.
Registration and Certification
All Bulk Power System (BPS) owners, operators, and users are required to register with NERC and are subject to compliance with approved NERC Reliability Standards and NPCC Regional Reliability Standards.
Canadian Compliance
NPCC conducts compliance monitoring and enforcement activities in four Canadian Provinces: New Brunswick, Nova Scotia, Ontario, and Québec.
Compliance Monitoring
NPCC monitors NERC and NPCC Regional Reliability Standards among all users, owners, and operators of the bulk power system (BPS) in the NPCC Region.
Enforcement and Mitigation
NPCC Compliance Mitigation and Enforcement or “Enforcement” is responsible for undertaking enforcement activities in accordance with risk-based approaches and conducting technical assessments of registered entities’ plans and activities to mitigate noncompliance.
Entity Risk Assessment
The Entity Risk Assessment group performs Inherent Risk Assessments (IRA) and develops Compliance Oversight Plans (COP) that provide risk-based focus internally and to registered entities.
CCEP Documents
The Criteria Compliance and Enforcement Program (CCEP) requires Full Members of NPCC to certify compliance with a subset of NPCC Reliability Criteria. The CCEP Process Document, the annual CCEP Implementation Plans, and the most recent blank certification forms (WORD) are available here.
