NPCC Review of Document A-10 Classification of Bulk Power System Elements Comments Due February 7th, 2017

One of the founding principles of reliable operation among NPCC Members’ is their ability to identify their most critical facilities as bulk power system elements and to hold those facilities to a more stringent, regionally specific set of reliability criteria.

The attached existing NPCC A-10 Document establishes the methodology that is currently used to classify elements within NPCC as being included on the Bulk Power System list.

In accordance with the relevant NPCC procedures for review and approval of documents, NPCC is performing a comprehensive review and update of the NPCC Document A-10 “Classification of Bulk Power System Elements” to enhance the consistent application of a methodology that effectively identifies those critical facilities required to meet applicable NPCC reliability criteria.

The review of the A-10 methodology will be conducted by the CP-11 Working Group on Review of NPCC Basic Criteria to consider any NPCC Member concerns with the existing methodology. This review includes consideration of:

• existing and alternative methodologies that result in a set of risk based critical facilities within NPCC;

• improving consistency across Areas in the application and outcomes of the methodology;

• efficiently applying the outcome of the methodology to the applicable NPCC reliability criteria.

NPCC is seeking comment at the outset of this review by a direct outreach to all of its Members.
