Subject: Open Process Posting of NPCC Guidance Document Distributed Energy Resources (DER) Considerations to Optimize and Enhance System Resilience and Reliability.
Attached for your review and comment is a revised and updated version of the NPCC Guidance Document, Distributed Energy Resources (DER) Considerations to Optimize and Enhance System Resilience and Reliability, which has been posted to the NPCC Website for a 45-day comment period.
This revision was initiated by the NPCC Board of Directors to provide further regional guidance and information for voluntary use by NPCC Members and stakeholders.
Accordingly, the document has undergone significant reorganization, including the addition of new sections on DER characteristics and capabilities, resource planning impacts, DER aggregation (FERC Order 2222), interconnection standards (IEEE 1547), and a new appendix summarizing transmission-connected inverter-based resources.
In consideration of the substantial changes and reorganization of the posted document, a redline version of the changes has not been provided. The Regional Standards Committee (RSC) has reviewed the changes and approved this posting.
Comment Period:
Comments on version 3 of the NPCC DER Guidance Document will be received for forty-five through January 27th, 2022.

Upon consideration of comments, the document will be submitted to the Regional Standards Committee for approval.
