RFP for Translator 2018

NPCC is soliciting proposals for the provision of translation services to assist NPCC in translating various technical and non-technical documents and correspondence from English to French (Canadian) and from French (Canadian) to English. (Translator) Section B: Scope of Services describes the scope of the translation services.

All documents and correspondence to be translated will be to assist NPCC in conducting Québec Reliability Standards Compliance Monitoring and Enforcement Program (QCMEP) activity and in monitoring regulatory decisions of the Régie de l'énergie (Régie). Under the QCMEP, NERC Reliability Standards that have been adopted by the Régie are monitored and enforced. Relevant information regarding the QCMEP can be found on the Régie’s website here:

Respondents should be fluent in French and English. Respondents should familiar with translating electric power transmission documents and/or have experience translating documents related to activities of the Régie.

B. Scope of Services

1. Translation of technical documents, including Audit material (notifications, tracking sheets, audit reports), requests for information, enforcement reports.

2. Translation of non-technical documents, including email correspondence and various letters, etc.

3. Assisting NPCC on teleconferences (verbal translation), when necessary.

4. The translator may be required to interact with Québec registered entities on compliance and enforcement related issues, including potential settlements. During all interaction, a representative from NPCC will also be present.

5. The contract is expected to have a one year duration: the 2018 Calendar Year. However, NPCC reserves its right to terminate at any time.
